The Water Quality Control Commission will hold a public Administrative Action Hearing to consider approval of the division's proposed FY 2023 Intended Use Plans (IUP) for the Water Pollution Control Revolving Fund (WPCRF) and the Drinking Water Revolving Fund (DWRF).

Information provided through the annual eligibility survey process has been compiled and the 2023 IUPs have been submitted to the Water Quality Control Commission (WQCC) for approval.

The plans provide the framework to utilize State Revolving Funds and Bipartisan Infrastructure Law funds, finance drinking water and wastewater infrastructure and support related program activities during the 2023 calendar year. Every year the IUPs undergo a revision and approval process by the WQCC, after which they become effective for the following year.

The intent of this notice is to provide you the opportunity to review the proposed plans and project eligibility lists before the hearing. Communities that responded to the annual eligibility survey and have identified capital improvement projects for their water and sewer systems should review the Project Eligibility List (Appendix A) of both plans to ensure they accurately represent the capital improvement needs of those systems.

Instructions for comment submittal

The commission encourages input from interested persons. Interested persons should provide their opinions or recommendations regarding the proposed intended use plans either in writing before the hearing or orally at the hearing.

Written comments are due Sep. 28, 2022.

The commission will receive all written submittals electronically. Submittals must be provided as PDF documents and may be emailed to This email address is being protected from spambots. Written comments will be available to the public on the commission’s website.
