Please join us virtually on Tuesday, October 10, to discuss the Water Quality Control Division’s proposed FY 2024 Intended Use Plans (IUP)

The Water Quality Control Commission is holding a virtual public Administrative Action Hearing to consider approval of the Water Quality Control Division’s proposed FY 2024 Intended Use Plans (IUP) for the Water Pollution Control Revolving Fund (WPCRF) and the Drinking Water Revolving Fund (DWRF).

The division has compiled information from the annual eligibility surveys and submitted the 2024 IUPs to the Water Quality Control Commission for approval. The plans help guide the State Revolving Funds and Bipartisan Infrastructure Law funds, finance drinking water and wastewater infrastructure, and support related program activities during the 2024 calendar year. Each year, the Water Quality Control Commission reviews and approves the IUPs, and they become effective for the following year. The proposed IUPs for 2024 funding are available on the commission’s website.

Please review the proposed plans and the associated project eligibility lists before the hearing. Communities that responded to the annual eligibility survey and have identified capital improvement projects for their water and sewer systems should review the Project Eligibility List (Appendix A) of both plans to ensure they accurately represent the capital improvement needs of those systems.

Procedural matters

The commission encourages input from interested persons, either in writing prior to the hearing or orally at the hearing. Interested persons should provide their opinions or recommendations regarding the proposed intended use plans. Written comments are due October 10, 2023.

The commission will receive all written submittals electronically. Submittals must be provided as PDF documents and may be emailed to This email address is being protected from spambots. Written comments will be available to the public on the commission’s website.
