Grant opportunities

CDPHE - Grants available for service line inventories and lead service line replacement plans

For more information on grant funding and application materials, please visit the division’s Water Quality Grants webpage.

The Water Quality Control Division is providing grant funding to assist public water systems with the service line inventory and lead service line replacement planning process. Grants cover 90% of the project cost, ranging from $10,000 to $250,000. Applications will be accepted at four upcoming deadlines, beginning October 1, 2023. Grants will be awarded on a first-come, first-serve basis during each application review period until funds are depleted. Reimbursements will only be made for expenses incurred after the grant agreement is executed. Eligible applicants include:

  • Publicly owned water systems and private not-for-profit public water systems whose service area is between 7,500 persons and 50,000 persons and whose Median Household Income is less than 120% of the State’s Median Household Income.
  • Publicly owned water systems and private not-for-profit public water systems whose service area is larger than 50,000 persons, and whose Median Household Income is less than 80% of the State’s Median Household Income.

Applicants must proceed with work within 30 calendar days of contracting.

The department also offers free technical support from a dedicated contractor to eligible systems serving 15,000 persons or less. Such systems are encouraged to consider this option before applying for a grant. Information on this support system is available on the Compliance Assurance Section’s Lead and Copper Rule Revisions webpage.

Background

All community and non-transient, non-community water systems must develop a service line inventory to identify the materials of service lines connected to the public water distribution system. If one or more lead, galvanized requiring replacement, or lead status unknown service lines are identified in their distribution system, systems must submit a Lead Service Line Replacement (LSLR) plan. These water systems must submit both documents by October 16, 2024.

EPA - Grants Available for Drinking Water System Infrastructure Resilience and Sustainability

The EPA has opened the Drinking Water Infrastructure Resilience and Sustainability Grant Program. The FY23 Request for Applications (RFA) can be viewed under the ‘How to Apply’ section of the grant website, linked here, and contains detailed information explaining the competition and application instructions.

Register for free assistance with service line inventory and lead service line replacement planning for smaller public water systems

Sign up early before funding is gone

The Water Quality Control Division (division) is partnering with a dedicated technical assistance provider to help public water systems with all aspects of the service line inventory and lead service line replacement planning process. Water systems can request remote support or hands-on assistance. The division is offering these services at no cost to water suppliers serving 15,000 people or fewer until our funding is depleted.

Please note the division has selected only one contractor to provide no-cost technical assistance and support to eligible water systems. The division will not reimburse for the costs of hiring outside contractors.
